Dear Sir:
This is a formal response to your letter dated Aug. 1, 1994. I would first like to address the general condition of the Continental Plaza properties. To put it quite simply it is in very bad shape. The neglect with respect to maintenance or the lack of it is evident. The roads, poorly built to begin with, have now eroded so badly that they are littered with potholes.
For the past several years the entire area has been used as a garbage dump as the property continually depreciates. I have photos on file which clearly confirm this fact of property neglect. There is an abundance of garbage and trash ranging from mattresses to rubber tires. No action has been taken to correct this problem. It has been quite the contrary, as the trash dumped along side the road on the easement is merely pushed deeper into the property by your maintenance crew. The individuals responsible for cutting the grass are doing a pathetic job.
There has been zero effort, as signs referencing private property, trespass or dumping violations made to discourage would be violators has never even been used. We, as property owners, are absolutely unhappy and feel that the maintenance fees being collected are not spent for the upkeep of the property. We strongly suggest that the maintenance responsibilities be turned over to the city or county as was initially promised by Lanco Continental. As a matter of fact, these issues should be brought up with the city council as the areas condition described is not only an eyesore for the city of Humble but worse yet it only promotes crime for the entire area. It is conducive to violent crime, because among many factors, the property presents an image of a large abandoned, and dark area, devoid of street signs, street lights of any kind, etc., etc.
